What does "the official line becomes" mean?
The report is still unconfirmed. But if the official line becomes that this was not a contract killing, then there is no need to investigate who put out the contract.

An "official line" is a statment from authority (for example a government).
So they are just saying if the authorities decide that it is not a contract killing, then there is no need to investigate.
Often it is used to suggest that the authority's statement night not be true but might be said for their own purposes.
