How to start a business letter with a proposal for cooperation if I don't know the name or gender identity? Can I say "Dear Colleagues! I would like to introduce you...."? And in the end "Best Regards"?

Сразу признаюсь, что я подобные письма не писал, но всё-таки "colleagues" - это те, с кем Вы уже работаете. Соответственно, если кто именно будет читать Ваше письмо неизвестно, правильнее будет начать с "Dear Sir or Madam," а дальше сам текст.
Дальше я не совсем понял, кому Вы их решили представить?
А закончить лучше всего "Yours Faithfully," или "Sincerely,". "Best regards", в принципе, звучит тоже неплохо.
