The "have" means it has already happened

It means sorry for any trouble that may or may not have already happened.
If instead the sentence was
I'm sorry for the trouble I've caused.
Then it's means the trouble that has already happened

If someone goes to a friends house unannounced. Then when they leave they can say "sorry for any trouble I've caused" because it may have been trouble for the friend.
If they noticeably did something bad like wake the friend up when they visit they can say "sorry for the trouble..."
