Sounds pretty natural. But I would remove "entire" from "entire welfare budget" because it isn't necessary.
Also I would add a dash (or put in parentheses) like this:
...have today agreed to include all food-related itmes in the list of reduced-tax-rate items — a big expansion from the original "raw food only" policy.
That last part is not a full sentence so it looks weird in writing to stand on its own.
Otherwise looks good.
