Never, unless you're trying to be funny. In spy/action movies, it tends to be people who are quite confident (sometimes arrogant) or who are very important who say "The name's..." or introduce themselves with their last name first, but it sounds ridiculous in actual conversation.

Thinking about it, in daily lives, I don’t think I’ve heard anyone saying their last name first, followed by their full name like 007 saying “Bond. James Bond”.

@cuppatea yes, exactly — it's supposed to be dramatic because it's a movie and their way of introducing themselves reflects that. I have never heard anyone use it seriously in real life, only ever to make a joke.
