@Asif_ In this case the person means he or she wants help to figure out what something says. A sign or something else that's written.

@Asif_ I believe that depending upon the context, "stå" can also mean "to read" as in a sign may read, "Keep off the grass". Hence, the sentence could also translate as, "Can anyone help me identify what it reads ?". However, I'm not a native speaker, so hopefully someone better qualified could comment on this ?

Stå can mean either stand or be written.
Det står i boken.
It's written in the book, or "it says in the book" as English speakers may say)
Vad står det på knappen?
What's written on the button? (or "what does the button say?")
Jag ser inte vad det står.
I can't see what's written (or "I can't see what it says")
