If you are going to get under the covers and sleep, you say "I am going to bed". If you are just going to lie down on top of the covers for a nap, you say "I am going to lie down on the bed".

"In the bed" = under the covers, like when you sleep.
"My cat likes to get in/into bed with me." My cat crawls under the covers and lies next to me.
"On the bed" = On top of the covers. "My dog jumped on/onto the bed and got the comforter all dirty." My dog jumped on top of the bed and walked around, getting the comforter dirty.

"In the chair" = sitting in the chair as normal.
"The teacher told the child to sit in his chair and be quiet."
"On the chair" = Not sitting, just being on top of the chair.
"Tom stood on the chair to change the light bulb."
"I laid the book on the chair."
"I put my coat on the chair."
