It's not even noon yet! ne anlama geliyor?

Full sentence is this. [She stumbles forward. "I can explain." she slurs. her breath stinks like gasoline fumes, making your eyes water." "It's not even noon!" Glitch narros her eyes at her. "There's having a good time and then there's this. she'd get us killed if she deployed in this state, sir."]

It seems sarcastic but I can't understand correct meaning. Also dictionary can't help.

The phrase is literal. The character Glitch is judging the other character for being drunk before noon.

It's generally frowned upon to get drunk early in the day in the states. So if you walked up to someone drunk at 11 in the morning, someone might say: "really, it's not even noon?" or I can't believe you're this drunk! It's not even noon."
