They’re the same thing- both are contractions of “it is not”, where “it’s not” combines it+is, and “it isn’t” combines is+not. This comes about because “it’s” and “isn’t” are both very common contractions on their own. I use both, it’s not really something I think about too much, just whatever’s easy.
