For example, builders perform some work in a certain block of a certain city. Can I talk about someone that he works in the city block, as the specifics of work or the type of work ("he works at the block of this city"). Moreover, the people to whom I say this know what block of the city we are talking about and what kind of work is being done there. By analogy, "he works at school."

To make it sounds more naturally I would say "He works on the block on this city". :)
