Districts are much larger. In the United States, each state is divided into several districts (it has to do with voting but it’s complicated). For example, my state is about the size of Honduras or Guatemala and it is divided into only 20 districts. In my district, there are over 1,000,000 people.

Running in the street does make sense, but it is kind of literal. Unless asked about where he runs (i.e. the street, sidewalk, a field, in a park, etc.), it may be too specific.

An example of being too specific would be answering "Where do you eat?" and answering "off of a plate". Technically it makes sense, but generally you'd say something like "at home" or "at a restaurant".
