A: I think the "interactions" they`re talking about are the interactions between the white settlers and the native people.
I.e. introducing alcohol was bad for the native communities, but there were many other things the settlers did that disrupted them (but the other things were ignored and all the blame was put on alcohol.)
Some of the other things include taking children and putting them in abusive schools, forcing communities of their land and generally trying to erase their culture.
