Я не знаю как это называется на русском но на английском мы называем эту часть предложении noun-phrase. Это лингвистический термин. Например, в предложении "Добрый парень в зеленой рубашке который подарил мне печенье вчера играет на гитаре очень громко, Noun phrase будет: Добрый парень в зеленой рубашке который подарил мне печенье вчера.
Но это не целое предложение. Если бы Вы говорили с друзьями и Вы вдруг сказали "Добрый парень в зеленой рубашке который подарил мне печенье вчера."и ничего более то они бы думали что Вы ударились головой или типа того.
Это похоже на фразу : Kids in the apartment. Это не целое предложение а просто noun phrase.
